New Policy Eases Job Changes for Temporary Foreign Workers in Canada
Many temporary foreign workers in Canada are tied to one employer or one occupation due to the conditions on their work permits
On May 28th 2025, the Canadian government has reactivated a temporary public policy that makes it easier for temporary foreign workers already in Canada to change jobs more quickly — without having to wait for a new work permit to be fully approved.
💼 Why This Matters
Many temporary foreign workers are tied to one employer or one occupation due to the conditions on their work permits. If they need to change jobs — whether due to layoffs, better opportunities, or issues in the workplace — they currently have to wait several months for a new work permit to be processed. During this wait time, they cannot change jobs. That means time without income and frustration for both workers and employers.
⚙️ What’s Changing?
Under the new policy:
Eligible workers already in Canada who have submitted a work permit application can start working for a new employer or in a new occupation while their work permit application is still being processed.
This is a temporary exemption from some of the usual rules under the Immigration and Refugee Protection Regulations.
The goal is to reduce unemployment gaps and make better use of the talent already in Canada.
✅ Who Qualifies?
You may benefit from this new policy if you:
Are in Canada with valid temporary resident status.
Have applied for a new work permit under the Temporary Foreign Worker Program (TFWP) or International Mobility Program (IMP).
Are switching to a new job or employer and have submitted a valid job offer.
Have applied for this exemption through the method provided by Immigration, Refugees and Citizenship Canada (IRCC).
🔄 Examples of Who Might Benefit:
You’re on maintained status (your previous work permit expired but you’re allowed to stay while a new one is being processed) but can’t switch jobs under your old permit.
You were laid off and now have a job offer from another employer.
You’re work-permit exempt, but need a permit to work in a new role or with a different employer.
⏳ How Long Does the Exemption Last?
The exemption is valid until your new work permit is approved or your application is withdrawn.
🔚 When Does This Policy Take Effect?
This policy replaces a similar COVID-era policy and will remain in place until it is revoked by the Minister of Immigration.
