The British Columbia Provincial Nominee Program (BC PNP) offers a pathway to permanent residency through its Entrepreneur Base Stream — designed for business-minded individuals ready to invest in and actively manage a business in British Columbia.
What Is the BC PNP Entrepreneur Base Stream?
This immigration stream allows international investors to qualify for permanent residency by starting or purchasing a business in BC. To be eligible, you must:
Invest a minimum of CAD $200,000 in a new or existing business.
Have a minimum net worth of CAD $600,000, of which at least $200,000 must be liquid and available for investment.
Possess at least 3 years of active business ownership and management experience, or 4 years of senior management experience, or a combination of both.
Meet a basic language requirement (CLB 4) in English or French.
Hold a post-secondary credential, unless you’ve wholly owned and managed a business for 3 years or more.
Most importantly, your business must create at least one job for a Canadian citizen or permanent resident.
The Application Process
Submit a Registration: This includes your background, language test scores, education, business concept, and more.
Develop a Business Concept: Whether buying a business or launching a new one, you must outline your idea and show preparation (such as negotiations or planning).
Receive a Score: Based on your profile, you’ll be assigned points and ranked in a candidate pool.
Invitation to Apply: If selected, you’ll undergo a financial audit and submit a full business plan.
Conditional Nomination & Work Permit: You’ll receive a 2-year work permit to come to BC and begin building your business.
Final Nomination: After about 18 months living and operating the business in Canada, you will submit a report to the province about your business endeavour. If you’ve met the program commitments, you’ll receive a provincial nomination. Then you can apply for permanent residency with the federal government.
