PROVINCIAL NOMINEE PROGRAMS FOR PERMANENT RESIDENCY
THIS IS HOW IT WORKS
01. APPLICATION
The foreign national applies to a provincial program they're eligible for.
02. EVALUATION
The province reviews the application and, if it is approved, issues a Provincial Nomination..
03. SUBMISSION
The foreign national applies for permanent residency with the federal government by showing that they received a provincial nomination.
04. FINAL ASSESSMENT
The federal government reviews the application by making sure the foreign national is not inadmissible to Canada through a medical exam, biometrics, and a criminal background check. If everything is OK, the foreign national will receive permanent residency.

PROGRAMS IN BRITISH COLUMBIA
Every province in Canada has designed specific immigration programs to target its own economic and demographic needs. These programs are referred to as Provincial Nomination Programs (PNP) because the province can nominate specific individuals to be given permanent residency by the federal government.
SKILLED WORKER & INTERNATIONAL GRADUATE
This program requires a permanent full-time job offer from a BC employer in an NOC code level 0, A, or B. This means a job that is at a management, supervisor or professional level requiring some university degree or technical training.

If applying through the "Skilled worker" category, the applicant needs a minimum of 2 years of related work experience.
If applying as an "International Graduate", the applicant DOES NOT need to have any previous work experience. Moreover, to qualify as an International Graduate, the applicant must have graduated from a Canadian university or college in the past 3 years. The program must be of at least 8 months, excluding co-op and internship time. It cannot be distance education online.

The company must have minimum 5 full time workers if it is in the Vancouver metropolitan area, or 3 full time workers if it is located in a municipality outside the Vancouver area.

The wage for the job must also be similar to a median wage in BC for this position and meet the minimum income requirements for the foreign national and his family.

If the job is level NOC B, a minimum English CBL level of 4.

INTERNATIONAL POST-GRADUATE
This is the only program in British Columbia that does not require a job offer. The foreign national must have graduated from a BC post secondary institution with a master’s or PHD in sciences. The list of eligible programs can be found here. The foreign national must prove that they CAN and INTEND to live and work in BC after graduation.
PROGRAMS IN ONTARIO
Each province and each program have a long list of requirements and conditions. The information we provide on our website is only for guidance. BILINGUAL FRENCH-SPEAKING STREAM
This program aims at attracting bilingual English-French candidates to the province of Ontario. A job offer is NOT required. The applicant must first have an active Express Entry profile as a Federal Skilled Worker or a Canadian Experience Class. The language results needed are a CLB score in French of minimum 7 in all categories (reading, listening, speaking, writing) AND a CLB score in English of minimum 6 in all categories. The applicant must have a university degree with an educational credential assessment. The province of Ontario will review the profiles in the Express Entry pool of candidates and will issue invitations to apply directly to the candidates that have the above mentioned requirements. As part of the application, it is the candidates' responsibility to prove their intention to live in Ontario, even if they are currently living in another province or country.
EMPLOYER JOB OFFER STREAM
(Foreign worker and international student)
This program requires a permanent full-time job offer from an ON employer in an NOC code level 0, A, or B. This means a job that is at a management, supervisor or professional level requiring some university degree or technical training.

If applying through the "Foreign Worker" category, the applicant needs a minimum of 2 years of work experience in the same occupation as the Canadian job offer.

If applying as an "International Student", the applicant DOES NOT need to have any previous work experience. Moreover, to qualify as an International Graduate, the applicant must have graduated from a Canadian university or college in the past 2 years. The program must be of at least 2 years, or, 1 year if it requires a previous degree before being accepted (ex: a masters degree requires a bachelors degree).

The company must have been active for 3 years. If it is in the GTA, it must have minimum 5 full time workers (Canadian citizens of PR) and 1Million in annual gross revenue. If the company is outside of the GTA, it needs a minimum of 3 full-time workers and a gross revenue of $500K annually.
The wage for the job must also be similar to the median wage in ON for this position and meet the minimum income requirements for the foreign national and his family.
HUMAN CAPITAL PRIORITIES STREAM
This program does NOT require a job offer. The applicant must have an active Express Entry profile. The province of Ontario will review the profiles in the Express Entry pool of candidates and will issue invitations to apply directly to the candidates that have the points and the main occupations that could be successful in the Ontario job market. It is beneficial to review the past invitations to understand which occupations are currently targeted and which range of CRS score. As part of the application, it is the candidates' responsibility to prove their intention to live in Ontario, even if they are currently living in another province or country.
